Stephen was born in Watford but has spent all his life living in West London. He lives in Fulham and is married with three young children.

Stephen started as a backbench, opposition councillor in Fulham. After leading the Conservatives to a famous council victory in 2006, he gained a reputation for delivering better local public services that cost people less. This experience was turned to policing when Boris appointed him as Deputy Mayor in 2012. By 2016 Stephen will have spent a decade in the engine room of London government.

His family’s unconventional background is typical for London. Stephen’s mother was expelled from Czechoslovakia at the end of the Second World War, while his father was the first in his family to go to university.

Stephen launched his bid to become Mayor of London at the end of last year, promising to make the capital less expensive for Londoners on low and middle incomes.

Boris’s Deputy Mayor for Policing and Crime

When Boris was re-elected, he asked Stephen to become his Deputy Mayor for Policing and Crime. With difficult budget targets to meet, he immediately devised a cost-reduction strategy for the Metropolitan Police.

Public safety is the foundation for any city’s prosperity. Stephen created a 20-20-20 Challenge for the Met, which forms the basis of the Mayor’s strategy in the Police and Crime Plan: cut key neighbourhood crimes by 20%, boost confidence by 20%, all while cutting costs by 20%.

Under Stephen’s direction:

  • neighbourhood crime has already fallen 20%, with the other targets on track
  • police officer numbers have risen back to 32,000
  • the Met is set to realise £600 million of savings by 2016

Protecting frontline services means challenging the way things are done. That has always been Stephen’s approach, from scrapping the grace-and-favour apartments for senior officers to the sale of New Scotland Yard. The release of assets is set to raise £1 billion for reinvestment in frontline policing.

Stephen is working closely with Boris and Michael Gove, the new Justice Secretary, on bold plans to devolve London’s Criminal Justice System. This could reduce first time criminals dramatically, ensure swifter justice for victims of crime and reduce reoffending rates in London which are above the national average. Devolution of London’s CJS could save the taxpayer £500 million by putting an end to the “pass the parcel” approach of many of the criminal justice agencies today.

Stephen led the Conservatives to victory in Hammersmith & Fulham, taking majority control of the borough for the first time since 1968. This landslide win saw the Conservative group increase dramatically from 18 councillors to 33. He secured a second landslide for the Conservatives with 31 councillors in 2010 for the first time in the borough’s history.

He was Leader of the Council from 2006 to 2012, cutting Council Tax five times in six years, while increasing residents’ satisfaction with council services. The borough’s streets and parks were transformed, winning green flag awards. Its schools improved rapidly, its libraries were revitalised, and its debt was halved.

Successful Businessman

Stephen read History and Law at Trinity College, Cambridge, becoming President of the Cambridge Union Society in 1988.

After graduating, he worked as a brand manager for Procter & Gamble. In 1994, he joined PricewaterhouseCoopers as a management consultant, but was determined to set up his own business. Stephen launched BIBA Medical from his flat towards the end of 1998. Working in partnership with his father, he created 6 medical-publishing titles and an annual convention. The company now employs nearly 30 people in Fulham.

He was Managing Director of BIBA Medical until 2012 and remains a director of the company.
